Citizens For Public Accountability (CPA) is a bipartisan group of retired partners of some of Houston’s local and international accounting firms. CPA does not solicit funds nor does it currently solicit members.
CPA’s primary goal is to make available to voters some of the relevant financial facts underlying Greater Houston Area ballot issues as well as the financial performance of selected Houston area governments. On occasion, CPA will address financial facts underlying State of Texas issues.
CPA will also sometimes address facts and considerations regarding issues such as: (a) a proposed amendment to the City of Houston charter regarding ethics/campaign finance; (b) City of Houston term limits; (c) lack of Texas voters’ right to statewide initiative and referendum; (d) as well as published education and violent crime statistics relative to the state and the Houston area.
The resumes of the following four founders of the bipartisan Citizens For Public Accountability follow. One was chairman of the Texas State Board of Public Accountancy. A Democrat founder assisted a Republican US president’s financial task force and a Republican founder assisted a Democrat Texas governor’s financial task force. Along with the other credentials, CPA brings a strongly bipartisan and highly professional approach to its research.
AUBREY M. FARB - Mr. Farb is the former managing partner of the Houston office of the international accounting firm of Alexander Grant. He is a Past Director of the Texas Society of Certified Public Accountants and Past Vice-President of its Houston chapter. Mr. Farb has written and lectured extensively within the CPA profession and in the business community, at the local, state and national levels. He has been a professor at the University of Houston and Rice University. Mr. Farb is the current National President of Phi Beta Kappa Alumni. He was a member of the Auditing Task Force that assisted President Nixon’s blue ribbon committee that studied the finances of the Defense Department. Mr. Farb remains involved in several Houston business ventures. He has been a leader in many Houston philanthropic, religious and community service organizations, including the community service fund established by him and his wife. Mr. Farb is a former member of the Executive Committee of the Harris County Democratic Party.
EARL LAIRSON - Mr. Lairson was the Founder and former President of Earl Lairson & Co., P. C., CPAs. Prior to that he was with two international accounting firms, including membership in one’s partnership. Mr. Lairson has audited and consulted with numerous cities, water districts and authorities and other local governments. He has served as Chairman of the Texas State Board of Public Accountancy. Mr. Lairson has been active in the Republican Party for several years in various capacities.
BOB LEMER, Chairman of CPA - Mr. Lemer is a retired partner of the international accounting firm of Ernst & Young LLP, where he headed the firm’s Houston area services to over 100 governmental and not-for-profit clients for over a quarter-century. Mr. Lemer served on the national health care committee of Ernst & Young, one of the world’s largest provider of auditing and consulting services to the health care industry. In the 1980s, he was on the Houston City Budget Committee of the Houston Chamber of Commerce (replaced by the Greater Houston Partnership). Mr. Lemer has performed extensive research over the last several years regarding the financial and operational performance of Texas state and local governments, particularly in the Harris County area.
TOM ROBERTS - Mr. Roberts was Co-Founder and former Managing Partner of Fitts, Roberts & Co., P.C., one of Houston's largest accounting firms. He is Past Vice-President and former Executive Committee member of the Texas Society of Certified Public Accountants and Past President of its Houston Chapter. Mr. Roberts is very active in several committees of the Rotary Club of Houston and has served as President of the Rotary Club of Sharpstown. He owns several properties in Houston.
