Houstonians recently experienced the disastrous Allison flood. Won’t the charter amendment prevent the City from addressing the consequences of such emergencies?

Answer:

No. The amendment permits the City to instantly react financially to any event declared to be a National Disaster by the federal government, such as Allison, without any approval by voters, either before or after the fact. It should be noted that the City was able to cover its costs from Allison with the aid of insurance proceeds and without raising taxes or fees.
