Question:

How will this proposed city charter amendment affect the City’s relationship with METRO?

Answer:

Grant revenues (such as from METRO) are excluded from the cap, as the amendment is not intended to conflict with federal or state law or prevent the City from receiving monies from other governmental entities. However, it is doubtful that METRO will be transferring much, if any, funds to the City in the future. METRO currently has its own financial problems, as its principal source of revenues, sales taxes, is declining greatly and METRO apparently is planning to significantly expand its rail system.
